Liquor licensing fees will be reduced for nearly all venues following extensive feedback from a broad range of licensees.

Minister for Business Services and Consumers John Rau said the feedback from industry had been overwhelmingly negative about the potential affect of the fees on South Australia’s pubs and clubs.

“The Government is putting a great deal of effort into revitalising the city, and we became concerned that the scale of the fees was going to cut across these efforts. We are seeking diversity in the market especially at the smaller end.” Mr Rau said.

“As a result, we listened to industry and decided to reduce the fees across all categories, except for large venues trading after 4am, which clearly have the highest risk factors.”

The fees were introduced for the coming financial year to help recover the costs of liquor licensing compliance and regulation. Venues were sent notices about their fees, but none have been invoiced. New notices and invoices will now be sent, based on the new fee regime.

“It is important that licensed premises contribute to the cost of regulation and compliance, but not if it causes venues to dramatically change their operating hours or affect their viability,” Mr Rau said.

“The new framework will reduce most of the loadings applied for trading past 2am and 4am. Venues which are licensed to host more than 400 people and who trade past 4am will pay the highest fee of
$10,700, which is unchanged from the current fee structure.

“Most smaller venues will pay an annual rate of $700, plus an additional $700 if they trade past 2am – a significant reduction on the previously proposed rate of $2500.”

Mr Rau said the new date for payment of the fees for the 2012-13 financial year would be 31 December 2012, giving licensees time to prepare for the new arrangements. This timeframe will also allow the development of an online payment by instalment option for licensees.

“While we had consulted widely about the fees, it became clear that many licensees didn’t grasp the potential impacts on their businesses until they received fee notices,” Mr Rau said.

“We believe that this licensing regime will be more than manageable for licensees and will allow the Government to recover some costs – if that is not the case, we will review the arrangement in 2013.

“In addition, the Government will soon be discussing proposals with the community for a new class of small bar licence. After spending time in Melbourne over the past week, I have seen first-hand what a small bar licence can do to bring diversity and life to a city, and it’s an option well worth exploring in South Australia.
