
The way gaming machine entitlements can be traded in South Australia has changed.
From 10 February 2025, gaming machine entitlements will be traded online via the Gaming Machine Entitlement Exchange (GMEX).
GMEX is the approved online open market-based trading system where gaming machine licence holders can negotiate the sale and purchase of gaming machine entitlements.
Trading of entitlements is still subject to rules of forfeiture to allow gaming machines to be removed from circulation but will now occur at a transparent tiered rate.
What's changing?
- Trading can now occur at any time, rather than being restricted to set trading rounds.
- Sellers and prospective buyers will no longer be anonymous, and will be able to accept, reject or negotiate offers directly.
- For every gaming machine entitlement sold, a transparent fixed rate will specify how many additional entitlements must be offered for sale to be cancelled.
- Entitlements forfeited by non-profit associations will no longer be transferred to Club One but instead will be cancelled.
- Vesting dates will no longer be set - instead transfers will be considered binding when CBS has approved the trade, payment has been transferred and licence updated.

GMEX online portal
GMEX is the new online trading system, allowing licensees to trade entitlements efficiently and securely.
You must be registered and approved by CBS on behalf of a licensee to use GMEX.
You will need to create a new account for GMEX - you cannot use your existing LGO credentials.
Users can:
- see real-time transaction updates
- make offers to buy and sell entitlements
- manage their active transactions.
Supporting documents can be uploaded to the portal and trade agreements will proceed to CBS to consider for approval.

GMEX Public Register
Results of each approved GMEX trade are available publicly on the GMEX Public Register.
Information available includes:
- the number of gaming machine entitlements transferred and forfeited
- the sale price
- local government area where they will be located.
