To assist you in completing your application, a number of helpful links to information, including statistical information, which may help you in drafting your community impact submission, are set out below.

The links below do not purport to provide all the information necessary to satisfy the decision maker that an application is in the community interest. Rather, the page aims to provide you with some tools to help you locate information that may be helpful when preparing your community impact submission.

Locality

In determining whether a designated application is in the community interest, the decision maker will have regard to the impact on the locality.  The locality is the area surrounding the licensed premises/proposed licensed premises most likely to be affected by the grant of the application.

Applicants are required to identify the geographic area from which they expect to draw customers, and which will be most impacted by the grant of the application having regard to the intended nature of the business of the licensed premises although the decision maker may exercise discretion in determining whether the locality identified in the community impact submission is appropriate and may direct a variation with respect to the locality that should be considered.

The Community Impact Assessment Guidelines provide further guidance as to locality.

Once you have determined your locality, the community impact portal may help in visualising that area and allows you to draw a circle around your premises of a set radius.

Licensed premises

The community impact portal allows you to identify the number of licensed premises within a certain geographical area. You will also be able to obtain data about each licensed premises such as the licence class, capacity and whether they have a gaming machine licence.

This information can be used to determine the number and type of other licensed premises in the locality.

The following link is a helpful resource to access available data regarding problem gambling in South Australia, including information about the South Australian population and the groups which are at a greater risk.  This may be helpful resource when identifying the ‘at risk’ groups within your locality.

Schools

As part of your community impact submission, you are required to identify whether there are any ‘at-risk’ groups or sub-communities within the locality.  This includes educational facilities.  The following link includes a map function which lets users select an area to see all of the schools that fall within that area.

Drug and alcohol rehabilitation centres

As part of your community impact submission, you are required to identify whether there are any ‘at-risk’ groups or sub-communities within the locality.  Where your application relates to liquor, this includes drug and alcohol rehabilitation centres.

The following link includes information about the drug and alcohol services and clinics run by the Government of South Australia.

Population data, including unemployment rates and socio-economic indexes for areas

The Australian Bureau of Statistics (ABS) provides certain population data by region.  Using the map function, basic data can be retrieved for an area, including median wage, population and median age for the selected area.

By clicking the ‘View Data’ button, more detailed information about the area is provided, including information about the population and people, Aboriginal and Torres Strait Islander peoples, economy and industry, income, education and employment, health and disability, family and community, persons born overseas and the land and environment.

Socio-Economic Indexes for Areas (SEIFA)

SEIFA is a product delivered by the Australian Bureau of Statistics that ranks areas in Australia according to relative socio-economic advantage and disadvantage.

As part of a Community Impact Submission you will be required to consider the socio-economic advantage/disadvantage of the locality of your premises.  The following link will assist with obtaining the information for the index of relative socio-economic advantage and disadvantage ranking of the relevant Statistical Area Level 2 within South Australia.

Crime statistics

To increase public access to information, South Australia Police have introduced more detailed crime statistical reporting at suburb/post code level.

This new interactive suburb level crime mapping tool provides users with more information about the incidence of crimes against the person and crimes against property in your suburb or postcode area for the previous month. Statistics are available in a map or in downloadable options.

Local Government Areas

The Local Government Association of South Australia provides a helpful portal which allows you to search for your premises address and find any local government areas near that address.

Knowing this may help you in the gathering of other statistics, such as the population of the local government areas around your premises.

Independent Gaming Corporation

The Independent Gaming Corporation can provide intra-day gaming figures for premises that currently operate gaming machines. This data may be a relevant consideration for applications relating to gaming trading hours.

Risk Assessment and Management Plan

Application relating to a liquor licence are required to provide a completed risk assessment and management plan with their Community Impact Submission. A template of the plan is available.
